This eagle helps guard the doors into the old Phoenix City Hall.
City Hall has moved across the street from this building but, the eagles are still there guarding the door.
This building its still an official government building. It houses the county courthouse but, this side entrance still bears the "City Hall" name.

This is a beautiful old building. Up close the eagles almost look like wood carvings!
In a letter to his daughter, Benjamin Franklin said, "For my own part I wish the Bald Eagle had not been chosen the Representative of our Country. He is a Bird of bad moral Character. He does not get his Living honestly." I certainly am glad that his choice of a wild turnkey did not prevail. I much prefer the eagle as shown in your photo.
