I think these are actually illegal in Phoenix but the city is allowing businesses to get away with so many things these days because of the bad economy.

ReplyDeleteYes, they do. And sometimes their "ads" can be very distracting when driving along - like those blown up clown things that dip and sway...
ReplyDeleteMy thought was the same as Madge above. It is likely a car dealer. I am baffled by the car dealers that have a giant inflatable gorilla out in front.
